New National Framework for Student Testing on the Horizon

NDOE Press – From March 19th – 22nd 2024, staff and specialists at the FSM National and State Departments of Education came together to advance plans for a national student assessment framework.

The National Student Assessment and Reporting Framework (NSARF) will outline guidelines for assessing and reporting on student performance, including annual student testing, in each state. Important outcomes include guidance on national (NMCT) and regional (PILNA) test administration and expectations for reporting student performance data to parents and students across the country.

The week’s workshop was jointly led by Dr. Robert Early, Assessment & Literacy Specialist with the National Department of Education (NDOE) IQBE* project and by Marcellino Yang, NDOE Assessment Specialist. Education staff from the Chuuk, Kosrae, Pohnpei and Yap State Departments participated in the weeklong meeting, joined by NDOE staff, specialists, and the Acting and Consultant Secretaries of Education. Following the workshop, a final framework document is expected to be completed and submitted to the FSM Association of Chief State School Officers (FACSSO) for approval by this summer.

*The Improving the Quality of Basic Education (IQBE) project is funded with support from the Asian Development Bank (ADB) and the Australian Department of Foreign Affairs and Trade (DFAT), in collaboration with the FSM national government.
