The Federated States of Micronesia (FSM) has received financing from the World Bank toward the cost of the FSM Skills and Employability Enhancement (SEE) project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) as the Video Editor and Graphic Designer includes effectively producing quality videos and graphic work in the education space in the FSM. The Video Editor and Graphic Designer will work directly with the Communication Specialist housed at the Central Implementation Unit (CIU).

The FSM National Department of Education (NDOE) now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The Consultants should submit the following Expressions of interest package:

    • Curriculum vitae with description of experience in similar assignments
    • A letter of interest
    • Three most recent, relevant work samples

The criteria for selecting the Consultant are:

Mandatory requirements:

    • More than 5 years producing audiovisual content for clients
    • More than 5 years’ experience using the Adobe software package or similar software (Adobe After Effects, Adobe Illustrator, Adobe Photoshop, Adobe InDesign)

Desirable requirements:

    • A Sound Engineering degree or equivalent to 10 years of experience in audio recording and editing
    • Experience operating cameras both indoor and outdoor
    • Experience in fieldwork sessions for video production
    • Teaching experience to private sector professionals.

A. BACKGROUND

TERMS OF REFERENCE
Video editor and Graphic Designer

The National Department of Education (NDOE) of the Federated States of Micronesia (FSM) has received World Bank support to strengthen its technical vocational education and training (TVET) institutions and employment services through the FSM Skills and Employability Enhancement (SEE) Project.

The FSM SEE project recognizes the importance of equipping individuals, particularly disadvantaged groups, with the necessary skills and knowledge to succeed in the job market. By expanding the reach and improving the quality of TVET programs, the project seeks to create a more inclusive and equitable society, empowering individuals to secure gainful employment and contribute to the country’s economic development.

B. OBJECTIVE

The primary objective of this consultancy is to enhance the visual communication of the SEE Project by providing specialized expertise in video editing and graphic design. The Video Editor and Graphic Designer (Consultant) will collaborate closely with the Communication Specialist to ensure the effective execution of the project’s communication initiatives.

C. SCOPE OF WORK

The Video editor and Graphic Designer will work under the direct supervision of the Central Implementation Unit (CIU)’s Communication Specialist and undertake the following activities:

    • Assisting the Communication Specialist throughout the various stages of video production, including pre-production, production, and post-production, while implementing industry best practices and utilizing cutting-edge software and online platforms.
    • Supporting the Communication Specialist in graphic design and content creation, encompassing the development of Banners, Pamphlets, Posters, Brochures, Report templates, and Event materials.
    • Contributing innovative ideas and introducing new concepts, along with advanced software and
    • hardware solutions, to enhance the quality and efficiency of video content and graphic design.

D. DELIVERABLES WITH TIMELINES

This is a support consultancy, based on an hourly rate service as required by the project needs and for a time of 11 months from starting the contract. Support will be used to produce outputs such as: Video preparation, localization planning, scripting and editing, special effects and graphic overlays, voice over and audio engineering, branding, merchandising, publication/brochure layout and social media tiles.

E. DURATION OF ASSIGNMENT AND ESTIMATED EXPERT TIME INPUT

This assignment is a home based, part-time, online activity with a total of 33 days (8h per day = 264 hours in total) on an hourly rate for a period of over a maximum of eleven (11) months (from January 2024 to November 2024) and may be extended based on satisfactory performance and availability of funding. International and national candidates are eligible to apply.

Daily Fee and hourly rate
Consultant shall quote an hourly rate for the contract period. The term “all-inclusive” implies that all costs

(professional fees, communications, consumables, any insurance, etc.) that could be incurred while completing the assignment are already factored into the daily fee submitted in the proposal.

Payments
Payments shall be done bi-monthly upon submission and approval of an hourly spreadsheet. There is flexibility in the amount of work required so that the total time might finish before the 11 months period and the budget replenished if required and funds available.

F. REPORTING OBLIGATIONS

The Video editor and Graphic Designer shall submit a bi-monthly report to CIU Communication Specialist, with a copy forwarded to the SEE Project Manager. The report should include the number of hours worked and a brief description of the tasks completed during the respective months.

G. INTELLECTUAL PROPERTY RIGHTS AND OWNERSHIP CLAUSE

The work product, including but not limited to all intellectual property rights therein, created under this contract shall remain the sole and exclusive property of the Federated States of Micronesia government.

H. QUALIFICATION AND EXPERIENCE REQUIREMENTS
