This position and division is established with a new name, however, does not change the number of divisions of the Department as mandated. Under the supervision of Department Secretary, this position is to administer and oversee the operation of the Division of Quality and Effectiveness. It assesses standards, oversees monitoring programs, functions, and offices in the Department including Teacher Certification; Assessment and Research; School Accreditation; Bridging Gap; and Information Technology and Data Management. Prepares annual budget and produce monthly and quarterly activities reports.

Teacher Certification Specialist

Under the supervision of Assistant Secretary of Quality and Effectiveness, the Teacher Certification Specialist provides technical assistance to teachers and staff development specialists in the State Departments of Education regarding policy and procedures for attainment of a teacher certification. It also compiles and reports on status of teachers by state and nation; it coordinates the implementation of the teacher certification policy.

Assessment and Research Specialist

Under the supervision of Assistant Secretary of Quality and Effectiveness, the Assessment and Research Specialist provides technical assistance to teachers and assessment specialists in the State Departments of Education regarding policy and procedures for administration of state, national, and regional assessments systems. This position also promotes different forms of assessment such as EGLA and Assessment for Learning. It also analyzes and reports on test results by state and nation; it coordinates the implementation of National Minimum Competency Tests. It conducts research to evaluate the effectiveness of various aspects of the national education system.

Accreditation Specialist

Under the supervision of Assistant Secretary of Quality and Effectiveness, the Accreditation Specialist provides technical assistance to teachers, school principals, and specialists in the State Departments of Education regarding policy and procedures for administration of the FSM School Accreditation System Procedure Manual. It also analyzes and reports on accreditation status by state and nation.

Information Management and Technology Specialist

Under the supervision of Assistant Secretary of Quality and Effectiveness, the Information Management and Technology Specialist oversees and manages development of the education Information and Communication Technology (ICT) system for relevance and efficacy to satisfy reports and demands of stakeholders. Implement Education Management Information System policies and procedures.

Under the supervision of Information Management and Technology Specialist, the Data Management Specialist organizes and inputs school/state level data into the information system and extracts reports as required by state, national, regional, and international stakeholders.

Bridging Gap Specialists

Under the supervision of Assistant Secretary of Quality and Effectiveness, Bridging Gap Specialist liaises with State Department of Education to conduct technical assistance and carry out initiatives of the National Department of Education such as accreditation visits, test proctoring of students and teachers, and other appropriate content area teacher training.
